Yeah, that does seem to happen a bit with the clakkers in the docks. I'm not sure it's a glitch though. Maybe they're just not meant to talk when you're on a bounty.

Yes, they are. If you talk to them they still have to tell you where you need to go. Otherwise it's harder to find out if you need to go upstream or downstream owa
