Limiting age to 13 could work.

I was born on 1990, I do not think that makes me an idiot, I'm fithteen anyways. If you ask me, it depends how smart they are and grown up if you know what I mean. I have met alot of stupid retared silly kids over the years though, even when I was a kid myself.
