No- Character customisation is the sole reason for many of the games I play! It is the single best feature that could appear in any game! Morrowind, Morrowind, and Fable. Others, that are not listed, are far better, but I cannot recall them at this moment.

I guess I could see character customizing working in an OW game. When I first saw your post I couldn't but now I think about it, it could work.
You could choose your species and then the required weapon and allocate stuff to your stats and that. So if your species was a Mudokon for example, you could become a Mudarcher or Tomahawker. And depending on the species you chose, you may have more/less stats in different areas.
