You CAN get at those crates. From the platform with the grubb statue, jump to the highest building, then do that high-speed ram to get up to speed and run off that roof and on to the next, lower roof. Double jump as soon as you land, and you can make it to those other sniper wasp crates. You have to line it up just right, but those crates are accessible.
