the Live Ammo does give it's life up willingly, c'mon why don't they just jump off the crossbow if they don't wan't fired?

Well you do stun them to collect them
if it was willingly on the part of the ammo, all you'd have to do is approach the free-roaming ammo and they'd 'jump' into your bag so to speak.
