Fuzzle Guy, I'm asuming you're talking about the WYSIWYG Editor? In that case, it is enabled, both in your user options, and the main vBulletin settings.

If you are talking about HTML use in posts, then that too is enabled, and has been so since we've had vBulletin (possibly even the UBB).
