Not quite, I'm from New Zealand and it works on XP fine, and there was one or two others in the thread who weren't in America but had it working fine on XP.
I have no idea of the reason, but if you know a way we can try your idea, I'd be happy to help. (As long as you can find some way of getting people to prove they already have the game.)
