We're not allowed to use ‘chat rooms’ like MSN (even though MSN Messenger is an instant messenging program, not a room at all), but it's installed on every single computer, and anyone can use it no problem.

Uni PCs did that too - until they installed WindozeXP. Then you were able to use it if you'd got it, but if you didn't have it you weren't able to install it. It was just odd.
Uni firewall was more of a fire-sieve; It wasn't very good. Porn got through fine, according to the letters of complaint in the student newspaper. ("I caught one sick young man up in the library pumping away under the table with his trousers around his ankles late one evening when I was trying to do my coursework! How REVOLTING! Can't the university DO something about this plague?!") I never did find anything the Uni system blocked, thinking about it - just attachments on some emails.
