If it's a valid, interesting flash cartoon or neat movie or something, will that be ok? Or do all links to other sites get put in here? I'm just wondering, I'm kind of confused on this.

Sure. As long as the link isn't purely novelty value, like a link to a video showing a guy falling out of car and getting smacked in the head. Because, think about it, what conversation can you make out of something like that?
"Oh hahaha. He got hit in the head!"
"Wow! He got hit in the head because he was being a jerk!"
"Whoopee! That jerk got hit in the head!"
Think of it like this: when you post a link to a movie/site, ask your self if it could warrant semi-intelligent discussion. If yes, then go ahead and make a topic. If no, then post it here.
