Yeah, I noticed that myself. I didn't think too much on it until I saw the end.

Anyway, I seriously think Sekto gives Molluk a run for his money in the bad-ass villain department. Also, I think there's more to his evil plans than making lots of money off bottled water. I think he had something against the steefs and wanted to get rid of them...and making money off water was just a bonus. Plus, when you're rich and powerful, it makes it a lot easier to get what you want.

And I don't think the end battle was a mistake if you really look into it. It makes sense that he was an easy boss. I shall explain. It's like, this evil villain is nothing but show. He has to make other people more powerful than him do his bidding, because in reality he's nothing but a little leech. He surrounds himself with powerful people because he's weak. Weak, weak, WEAK! But what he lacks in that department he makes up for in smarts and cunning. He sure is an evil bastard.
