It is well known around here that Lorne wants to wait for technology to get better before he continues the story of Abe and Munch. Oddworld games are still being planned though(more stanger I believe), as well as a new IP.
Citizen Siege doesn't take place on Oddworld. It's set in a not too distant future of Earth. It's going to be very political.
