I don't think that the top word you think is "ARE" is actually "ARE", but I think that it may be "AHE"

EDIT: I've just found something out. The upside down crowns that you are refering to aren't upside down at all, the stamp is upside down, because if you look at schaide in the middle, that should be the right way up which then makes the crowns the right way up
