Does everyone that registered on the OWI site get one of these emails or is it only the mods of the forum?

Everyone who registers on the Oddworld Inhabitants website. The Oddworld Forums are independant of Oddworld Inhabitants, they just happen to very kindly come over and represent themselves through Alf or Alf's Assistant
So you should receive an email. But I don't know about the card, as you mentioned you registered after the cards had arrived. So they'd already been sent
