The lines are what's called a
gauze. It's the old fashioned way to put an image into the background, reduce its potency in a picture, and blend it in to the background colour without covering it up completely.
The lines are actually 1 pixel apart. It's what's known as a 1 pixel horizontal gauze. The opposite being a 1 pixel vertical gauze. Some graphics editors have this function, others do not. But most good ones do.
