The base of the horns meet near the center, as seen in the image I drew:
As you can see, the one on the left is turned, and his horn is near the center, yet you can see how another horn fits on the other side. That, is what I am seeing. As for the smaller horns, I don't know. Maybe only certain individuals have them. I guess we'll have to agree to disagree, but if I had to bet on what the designer is trying to portray, I would go with sawn off horns. It's reasonable.
