I suspect that he's some sort of dumb warrior. He's got a very small, unintelligent looking face with a huge mouth.

By placing a character's eyes closer together, a designer can create an unintelligent, simple look, and large, aggressive Oddworld characters do tend to lack intelligence (BigBro Sligs, more-than-likely the Outlaws).
I'm remaining of the opinion it's an Outlaw species. I sure hope it's in the game, it's captured my imagination.
EDIT: The extra Blisterz Booty annoys me, just a little bit. They could easily have slotted Tiny McGraw in there.
