According to an Oddworld Inhabitant, that is not the case.
As for keeping the game hush-hush, EA can still advertise the game. Oddworld Inhabitants have released more than enough information to do so. A few pictures here, a summary there, some video clips in between. I think it's fairly obvious that Oddworld: Stranger's Wrath isn't very high up on EA's list of games to celebrate.
