We don't need a new system, when need less of the system we have now.

But we still need to deter breaking the rules, and at the same time punish those who habitually do so despite being cautioned. The new system will give members more of a chance before they are banned, and has the benefits of being fair. Double posting is clearly not as much of an offense as flaming, and yet under the current system, both are treated with one warning.
