Sounds like u put it like you won some sort of game... how childish... jeez. If I respond to something you say, its not becouse I want to win a discussion, its becouse I don't like to be insulted by little children.
Anyway, to get back on topic:
In photoshop, load in the image, then choose: Image > Image size. You can edit the amount of pixels here. A reasonable amount would be around 450 width and 300 high... that way it won't get realy big but not extremely small.
If you mean Cutting out a certain part, you can do that in MS Paint with the cutting tool, its on the top right of the tool bar. Good luck.
