From polls I've seen on various PS2 gaming boards though, quite a large percentage of PS2 owners would be willing to pay the monthly fee for a better supported online service with better features.

I'm definitely not one of them. I would NEVER pay a monthly or annual fee for anything to do with gaming.

PS2 and Xbox are both 199 here. Then you add 159 for the PS2 HDD. So not exactly true.

PS2's are around $200 Canadian here, while an Xbox costs around $270. The HDD is only $100, so it's a $30 difference for me.
