btw when you said Do police actually come to arrest people who beat up dogs? Because I've never heard of them doing anything but fining people afterwards. (Thats a serious question there, not an insult. I'm curious.)

I think he meant until the police arrive for him beating the piss out of the guy who beat up the dog or cat in front of him.
