where the hell is all this NBC merchandise coming from? I mean, the movie came out in '93, why is everyone just taking notice of it now?

Well, 2003 was the tenth anniversary of NBC, and they are still making merchandise now, for the reasons that SS mentioned.
When the movie came out, they had NBC action figures, but very few toy tores would carry them because they were too scary for kids.
And I agree, Tim Burton is a genius. I was never aware that he made Mars Attacks, though. I used to watch that movie all the time when I was five, as well as NBC.
