Of course the Xbox version is going to look slightly better. The hardware permits it, so naturally they're going to exploit it. Most of the time, it's just the use of bump/normal mapping on the Xbox which makes games look better. Bumpmapping gives the game a little more depth, while Normal mapping smooths everything out.
However, anyone who doubts the PS2's power and ability is gravely mistaken.

The stuff I said, where based on facts. I saw a preview of driv3r and the general grapics it had where not even close to stranger and already it had trouble with a lot of moving objects... like cars. Thus Im saying I highly DOUBT how much the PS 2 can take.

That'd be purely due to the engine coding. OWI has extensive previous experience working with Sony's hardware.
Really, if you doubt the PS2 version will be able to handle it, you're actually doubting OWI's ability to MAKE it handle it.
If you look at Max Payne 2 on PS2, it's complete shit because they didn't put in the time or effort to make it good. OWI has always been about quality. It may take them a little extra longer to perfect it on the PS2, but I have no doubts it'll be every bit as good as the Xbox version when it is.

The reason OW is not on Gamecube is because no ties were created between them and Nintendo, and personally, I hate Nintendo and it would be a shame to walk into a video store and see the next Oddworld game sitting next to Mario on the rental shelf. In about 5 years, the Xbox will be practically obsolete compared to some giant system they just released.

Hmm. You're pretty biased against the very company that invented gaming as we know it.
And yes, new hardware will be released in a matter of time (Xbox 2 has actually been schedueled for a release next year, which will likely be it's downfall, just like the Dreamcast). But why can't we still compare and enjoy the hardware that's already available to us? Plus, Stranger is going to be released this generation, not next.
