What? Why do you say it's only usable by mudokons?

Becouse once you get to the point where you can shut the factory down, you have to use the control panel with the mudokon hand on it (just like the info signs). So from there I think that only mudokons had the autority to shut the factory down, which seems a bit unlikely to me :S.
