I know exactly what that is. PHP has tried to put a small jpeg onto a page, but didn't parse it because it had no file extension.
Don't bother trying to crack it, it means nothing. You could try removing some of the tags however, and saving it as a jpeg/jpg though, but I doubt it would work now.
There are no other coding languages that use special characters like that, especially in that way. I've seen one or two php programmed sites that use special characters to hide triggered events, and to coverup scripted bits, which is impossible to decode without the coders decoding alphabet.
You could try asking the webmaster if he has a decoding alphabet, but again I seriously doubt it.
