Im hoping that the "siege" tower could be used in a multiplayer situation, like having one of the teams in the cannon guarding it as the covenant and raining fire down upon the sprawling city. Then the group of spartans are dropped off (the other player team) and have to try and make there way past maybe some npcs of grunts and other covenant, to finally get to the place to radio in for an airstrike, or take over the stationary tower themselves.
Its just a random thought though.
