The act of it is, I agree, but the thinking about it isn't, and we can't be prosecuted for our thoughts, because so often we simply can't control them. Still, it's an area I'm not too clear on.
What if it
was an act the child concented to, having full knowledge of it all?
Whatever, I do know that to prevent acts paedophilia, the culprits need psychological help and compassion, not prison sentences and hatred.
