Because it isn't special forces exclusive. The Remington Wingmaster for instance, is widely available as surplus to many police forces around the US, AND is also used as a special forces weapon.

The special forces lineup is usually glocks, mp5s, mac 10s, desert eagles, spas 12s, wingmasters, C4 and sig sauer pistols. It is possible to get hold of any gun produced independantly from the government or government military but you have to have the right documentation and license. The M4A1 cost us $4582 inc red tape, we only have one and it is one of the best guns we have.

Our best gun has to be our own home made gun, we called it the JAK 9, it has 4 barrels, joined together in a minigun fashion. When all 4 barrels are loaded, if you pull the trigger, the top barrel will fire, then if you pull again the second will fire, and using the recoil action of the second shot it reloads the top barrel. This goes on forever until you run out of ammo. The barrels don't rotate, but it works just like a gatling gun.

Certainly a kickass weapon.
