I don't think it's meiosis. Meiosis doesn't give extra chromosomes... it takes them away doesn't it? Meiosis is nuclear division of the cell where the daughter cells (or new ones) have (i think it was) one half of the chromosomes of the original cell. So I think if there was something wrong with that, the person would be missing a few chromosomes. Mitosis is where the cell divides evenly and the new cell is an exact duplicate of the original (same number of chromosomes). I think it's something wrong with that that causes the syndrome thing you're talking about.
