Hmmm, looks like I beat all of the encycopedias, dictionaries and other associated knowledge bases today.
He's called a Chronicler. They are basically the accountants, lawyers and stockbrokers of Oddworld. Not much is known about them as yet, other than that they inhabit the larger cities in Oddworld and that they are an industrial based species.
I'm sure one of our resident experts can tell you more than I can.
