Very true... you can't even change the colors if you wish to keep the XP style.
It's a program called WindowBlinds and can be downloaded from
http://www.windowblinds.net/. But it's shareware and you get a nagging screen asking you to buy it when you start Windows.
The Xbox skin (which also includes the installation program, so you don't need to get it from the other site) can be downloaded from
Xbox.com ... just need to be registered for Xbox.com.
You can also download other skins and stuff from sites like
