How exactly would not wearing underwear result in higher STDs? You can really only get STDs from partaking in sexual actions.

Exactly the point. Lets put it this way, it was a bad attempt at humor. Even though STDs are not a laughing matter.
In other words people not wearing underwear, would lead to some naughty activities being easier to take place etc. Less constriction for people wanting to do things behind closed doors. Not a really easy thing to explain though.
