That, my fine friend was from the show Ed, Edd and Eddy. It's an American cartoon on Cartoon Network and one of my top favorites.
The one on the left is Ed, the big, clumsy oaf with an I.Q. of a swedish sausage (He's wearing a costume), and the one on the right is one of the neighborhood kids, Rolf. He's from some unknown country and has strange yet funny customs.
(The screencapture is from the episode "Wish you were Ed" when the three Eds try to convince Rolf that he has returned to his village. Every episode title has the word "Ed" in place of another word.)
Look into it! The show is called Ed, Edd 'n Eddy. It is a HOOT!
