Text only forums.
I'm not allowed on these forums very much because it is expensive. I suggest an optional text only forums with plain black and white colors and no graphics and smilies etc. Just a suggestion.

I imagine he has a slow connection, and the time that it takes for his browser to load the images is quite significant. That would jack up the Internet bills, no doubt.

I have noticed that Abe Babe is working on the Industrial style of the forums, it is no where near complete, but it looks as if to have not as many images as the native style your all using at the moment.

I like all the designs, and images on the native style. And I really don't want to see this forum fall back to looking dull. The industrial style is still at work according to Alcar. So if you do seek a somewhat duller look that would be the one for you.

Interesting suggestion, although I'm not sure if you can disable smilies completely. The vbulletin 3 "might" have something like this as an option).
Some suggestions however General Drippik that may be of use not only here on OWF, but also for other sites that will help you with not having to download lots of images. Firstly, for the forums, you should turn off the option to view people's avatars and signatures. This can be done through the User CP and going into Preferences. The next two suggestions are more for general internet use. They could be a little annoying but really help save on downloading use if that is your main concern. Go into Tools -> Internet Options. Click the Advanced tab. Scroll down to the Multimedia section and untick "Show Images". This will allow pages to load without images, and if you want to see an image you can right click on it and choose Show Picture. There are also options in that section to turn off sound as well. Again under Tools -> Internet Options click Settings under the Temporary Interent Files. Under "Check for newer versions of the page" choose Never. This means that pages and images are always taken from you cache. It can be a very annoying option to change to however as it means you will have to refresh a page everytime you want to see if it has been altered (i.e. if there are new posts or responses).
