Looks like a fuzzle yeah, but to be fair any minimalistic furry ball with teeth look alike.
Plus this one has ears.

Also it doesn't look like Raymond work.

Was Swanland even responsible for the original fuzzle design to begin with? My impression was that he mainly did work for SW and some shelved projects.
Either way it's like Xavier said, not like OWI invented toothy furballs :p

Raymond worked on a lot of Oddworld stuff, he was there since AO.

Anyway I think Gautam Babbar is responsible for the design of Fuzzles as we know them today:
