Ask people like the administrators Abebabe and Sydney, the very first members.

I can tell you that it didn't used to be on UBB. It used to be hosted by ezboard (the old ezboard version of the forums still exists and you can post on it, but very few people do).
Also, the ranks (what your custom title is according to the number of posts you make) only consisted of Mudokon statuses, and you had to make lots more posts to get them than you do here. Before the changeover to UBB, I was a Mudokon Flake with 441 posts. On this board, it only took me about 100-200 posts (can't remember the exact number) to get the same status.

Despite my fairly low post count on both boards, I am in fact one of the old-timers of Oddworld Forums (Dark Hood joined very soon after I started posting, but I actually didn't use my account for the first few weeks of having it, because I was new to discussion boards, and din't want to make a faux pas, so I just lurked a lot until I was fairly sure of board etiquette).

I also know that Fan Corner and the Off-Topic forums were the two most recent additions; beforehand they were all lumped together in one big forum.

actually, the RPG section was the most recent addition, created early this year, i think. originally the RPG [founded by Grid, Elum, Me, and Anime_2day at the end of last year] was located in the Fan Corner, but Abe Babe very kindly created a separate section for us [thanks again for that :)].

Some info on the history of the forums can be found on this month's Fan of the Month section at Oddworld.com.

As Middlesboogie said, the forums used to be on ezBoard. You can still get there through the link on Necrum Burial grounds, but you can't post there anymore.

The ezBoard version of Oddworld Forums was originally created by Sydney back in March 2000 (I think) and was called Oddworldian Forums. I wasn't around back then and became a member in June 2000 after I had just got into Oddworld. There were two forums at the time, only the Oddworld General Discussion and the Help Forum. We never used to get much off-topic stuff (other than games related) at the time. The forums used to look different then too, they were pinkish colors.

I think I had been a member for around a month and had plans of creating my own Oddworld site (Oddworld-Web, which came on line end of August). Sydney asked me if I would co-Administrate Oddworldian Forums, which were changed to Oddworld Forums not long after. There were also a couple of different moderators at the time ... Oddian and Aqua Sheep, both who just kind of dissappeared.

The Fan Corner section was also introduced at around that time also, as quite a few people were posting Fan Fiction.

Off-topic was introduced sometime around September due to the increase in off-topic posts. The latest forum was the RPG as mentioned by Rettick which came about due to a bit of interest from several members I think around the beginning of the year.

Elum was appointed moderator of Fan Corner in December and Lampion was appointed moderator of Oddworld Help early this year due to his helpfulness to people in that forum.

Around March this year the forums were recoginzed by OWI with a link given to them on their Forums page under Alf's Rehab and Tea.

Finally, the forums were moved over to UBB in April (Easter weekend), mainly due to the increase in size, and also the ever-increasing amount of pop-up ads that ezBoard seems to give the more frequently visited forums.

So there's a bit of history of the forums. I've probably got some of the months out of whack as I'm working off memory.

Abe Babe...
