Is a Frustrated Assassin one who never gets hired? Or one who gets hired but keeps letting their targets survive?

If they kept leaving their targets alive, wouldn't they then stop getting hired?

I was trying to make a PSN account but my usual username was already used so I got Frustrated, and I was really into Assassin's Creed at the time.
