I think it's just part of the weekly PSN Store update outside of pre-loads (in the US).

What time will NnT be available on the PSN Store Wednesday? I've read that they update their games on Tuesdays, Meaning it wouldn't be available until next week :S

What about PS3 though? All this PS4 thing is fine but I'm concerned about how we get this for PS3? Can we pre-order the PS3 version and get the same deal? I hope so.

It's Cross Buy. So if you buy the PS4 version you're buying the PS3 and Vita versions as well. And all the DLC is Cross Buy as well.
EDIT: But you won't be able to play the PS3 or Vita versions just yet. |
Oh, that explains it! I was trying to find it on the store to make sure I didn't miss the two weeks, but it looks like that's a way off :P
