TV/Radio/Civil Defense turning people away from the beaches

The mass of humanity fleeing from the coastline would probably clue you in as well if you were too unfortunate/technologically impaired/poor to have any tv or radios.

The masses of humanity would have to know what was coming also. And waiting until the water recedes might not give enough buffer time.
