I still have the default Ubuntu/Xubuntu desktop images. For some reason they make me feel warm and fuzzy enough that I don't feel the need to change them.

He means that using BitTorrent is not illegal. It's when you download items that aren't supposed to be downloaded (copyrighted material, etc), that you are participating in illegal activities.
