What this pretty much means is that if anyone pops up and claims to be the new reincarnation of the Dalai Lama, then the Chinese government can say "Oh, did you remember to get a permit before you did that? Whoops, you're going to jail and disappearing off the face of the earth".

Technically, it is rebirth in Buddhism, not reincarnation. And yes, there is a difference. It isn't the soul that is reborn either, but the Karma. Another big difference.

As it says, this is clearly the first stage of taking over the people's beliefs. The second, I imagine, will be the disappearance of Mr Lama himself. And with a puppet Dalai Lama in place the Chinese Government can control Tibetan Buddhists via the laws and their faith.

You can be reincarnated as a cow, mostly in Hinduism, but Buddhist Rebirth is strictly human-human. Until you factor in all those other Realms of Existence, at which point I hunger for death sans-rebirth.
