Blisterz Booty, with a close second by Caste Raider.

D. Caste Raider wasn't an outlaw till he killed doc, and before that, he killed Steefs, because on the De-pansting video, he walks away, saying "I wish they all were that easy."

is Sekto an outlaw?

I'd vote for Tiny, but it looks like he's missing.

sekto seems to be the big boss of the game perhaps he stole the dam

I don't think Sekto is not an Outlaw, he's an Oktigi. So I voted De cast Radier, I like his name, and he has big mallet.

I think he's an outlaw, though I am not really sure if haunting steef is really against their laws...

Hmmm...couldn't pick, to be honest. Is that picture of Elboze Freely different to how he appeared in the game or is it just me? As for Sekto, he's not an outlaw by species or trade, that's the point. He did terrible things and they're all completely legal. As for hunting steefs, legal, yup. A stab at big-game hunting methinks.

I suppose it was before his live saving operation that turned him in a half robot, half biological thing.

Now I've never heard of him... Is he an outlaw boss wich I never fought or is he a common outlaw?

I think the definition of the word 'outlaw' changes after the second half of the game. An outlaw is an outlaw according to the clackers' definition of an outlaw. If someone doesn't obey their laws it's an outlaw.
The grubbs are less complicated and don't have as much laws as the clackers. When you're with the grubbs you don't go on bounty's anymore, but you just go grab 'outlaws' if they are outlaws anyway. I do not think the grubbs don't think the minions are no outlaws. And they definately don't like sekto for killing all their steef. But was there a law which said not to kill steef in the native villages?

I hate them all. Bleh. But Sekto rules, although he technically isn't an 'outlaw'.

Also, I classify Oddworld 'outlaws' as enemies. Nothing more, nothing less. Just purdy cannonfodder.

The best peronalities would be Blisterz, Caste Raider, the Looten Duke, and Explosives McGee. McGee had some of the best lines, and I liked his exaggerated gestures he used when talking.
