I never thought of that being outside, just a large space filled with smog and an eerie orange hue because of the smog and how deep the place actually is.

I don't think those areas were intended to be viewed as outside.
It could be possible, though - perhaps the orange lighting comes from a mix of the air above being so thick with smoke it blocks out the sky, and a strong unnatural light coming from deep below Abe's current level. Even if that's not case, it sounds cool and might be a good idea to explore for NnT. |

I believe there was supposed to be more interaction with nature of some sort. They would visit Mudokon villages and there was supposed to much more interaction in and around factories. Look up Munch's Oddysee Beta footage on YouTube to get an idea.
Storywise there was brief talk of Munch being able to transform into some sort of huge monster and I recall something about visiting the ruins of Rupture Farms. |
Another thing that was cut from the game was Molluck being put on trial by Queen Maggie for not taking good enough care of RuptureFarms and Soulstorm Brewery. There were different character classes such as overweight, underweight, and injured. There were a few scrapped creatures, such as MudFlubs, Sea Rexes, Meetles, Mugs, Chroniclers, and Skeeters.
