I wouldn't call it a medium, just animation originating in Japan characterised by particular recurring techniques, aesthetic styles and culture.

I would call it a style.

It was a style when it started in the 60's, it's evolved far past that as many different studios use many different styles.

It's really just a term used for animation in Japan, so it's not really a genre, style, medium or anything. It's a cultural difference.
