Seeign as the issue is actually apparent age rather than boob size, I imagine that it's not actually based on cup size so much as general appearance. A young-looking woman with small boobs would not be allowed, whilst a flat chested post-menopausal grandmother would (most likely) be allowed.

Or to put it another way, the decision is made on a judgement of apparent age, only one factor of which is breast size.

I think any girl as long as she's 18+, should be able to decide over her own body, regardless of her boob size. Seriously, this is getting ridiculous. And I doubt pedophiles will look at grown women with small boobs and be like "OMG she's like just like a child!! *fap fap*".
