No. The classic skin simply reminds me of the good old days of Win95. Ah, the days where I could play DOS based games without an emulator.

On the contrary, I believe that 98 had upgraded DirectX capabilities. And 98 had a different codename from 95 (not that that matters at all) - Memphis. Not to mention the updated security files. And the slightly different tools like Regedit and Sysedit.
But yes, they are pretty much the same.

98 could have more RAM and hard disk memory than 95. But it's due the hardware.
