It's kind of confusing...ugh..my head hurts...

Actualy I have a program that can change your IP with the click of a button. But I havn't tried it yet so I have no idea if it works.

Yes, I have the same thing but it has to request a new one from the ISP otherwise it won't work - the ISP will ignore you if your IP address is out of its range.

If this is what you find interesting/gripping then your lives must be comparatively dull.
