Anyway, to get back on topic:

In photoshop, load in the image, then choose: Image > Image size. You can edit the amount of pixels here. A reasonable amount would be around 450 width and 300 high... that way it won't get realy big but not extremely small.

If you mean Cutting out a certain part, you can do that in MS Paint with the cutting tool, its on the top right of the tool bar. Good luck.

CB - if you are looking for a tool to cut out a certain part of your picture, you need the CROP tool, hover your curser over the toolbar and the prompt for crop tool will come up, it looks like a black tilted square. You can then drag the square over the part of the image you would like to crop. Then, right click your mouse and select "crop." I'll be checking my mail Monday evening though and I'm still happy to do it for you, I can also upload it to my image site and send you the link for posting!
