It's just that the politicians compete over who can be more moral and SAVE THE CHILDREN and no-one is prepared to call them out on their bullshit because they don't want to be labeled as promoting paedophilia.

So the government wants to give fines to companies who sell/buy perfectly legal pictures, including a picture ID proving the model is older than 18, just because some pedo might come along and THINK they are underage? Based on this, I'd say Australia's legislation subscribes to the latter. Even I don't know exactly where I stand on this. Based on personal experience, the effect of pornography on my sex drive varies greatly. Sometimes a quick wank is all I need, other times porn makes me pine for the real thing all the more.
