Background = Industrial
Characters = Slig in front and shooting at Abe
Text = In the lower right, some awesome red font or something, Slig Hunter

For the characters it would be kinda like

the X is the slig, the --- are red bullets like in MO and the O is Abe

Do you kind of get it?

All you need is Paint. That's all I used.
It's really rather sad, it's so basic, and yet still the most useful image editor.

I thought you need a PHD in architect and I.T to use paint....
